Research On Petition Problems And Countermeasures In The Implementation Of Public Policies Of Grassroots Regimes

Our country has always attached importance to strengthening the modernization of governance system and governance capacity of governments at all levels,and its construction effect is reflected in the actual situation of policy implementation of governments at all levels to a certain extent.Under the current organizational structure of our country,the basic-level organ of political power is the terminal of policy implementation.Whether the basic-level organ of political power can effectively implement policies is directly related to the central spirit and the implementation effect of the instructions given by party committees and governments at all levels at the basic-level organ of political power,and directly related to the people's direct feelings towards the people's government.In order to adapt to the changes and development of the new era,the basic-level organ of political power need to effectively implement policies to respond to the interests of the masses and protect their basic rights and interests.Therefore,it is necessary for basic-level organ of political power to pay attention to the effectiveness of implementing public service policies,so that the people can enjoy quality and caring services.However,as far as the reality is concerned,the basic-level organ of political power actively promotes the implementation of service policies,but at the same time,it also has the problem of ineffective policy implementation,which is reflected in the petition problem caused by the ineffective implementation of service policies.At present,the service policy letters and visits faced by basic-level organ of political power are not only numerous and complex,but also directly related to the interests and needs of the masses.It is very important for basic-level organ of political power to successfully implement public service policies and meet the interests and needs of the masses.The study of basic-level organ of political power petition work needs to select the appropriate theory and methods,organization analysis theory can be a more systematic and comprehensive analysis of China's basic-level organ of political power operation logic.The study takes basic-level organ of political power as the research subject,taking the L sub-district office as an example,from the three dimensions of internal organization,other related organizations,petitioners and petition groups,this paper analyzes the petition demands produced by L sub-district office in the process of implementing public service policies,and studies the existing problems and the causes of their formation,based on the analysis of l sub-district office,this paper puts forward some suggestions on how to deal with this kind of letters and visits.The key for the basic-level organ of political power to do a good job of petition work is to improve and optimize the administrative functions from the above-mentioned three dimensions,enhance the service consciousness and service ability,perfect the mechanism of petition work,and strengthen the leadership to resolve cases;To actively seek the support of the work of higher organizations and organizations at the same level,so as to have sufficient resources and capabilities to resolve complaints,give full play to the role of community neighborhood committees and village committees,and do a good job of prevention at the source of letters and visits;in the face of letters and visits by people and groups of letters and visits,we should strengthen legal guidance and mediation of disputes in contradiction,do a good job in the interpretation of public service policies,provide assistance to people who have genuine difficulties in their daily lives in accordance with the provisions of the policies,and handle in accordance with the law the extremely small number of people who do not make follow-up visits and make noise visits,to safeguard social fairness and justice,to ensure harmony and stability at the grass-roots level,to ensure that the interests of the masses are met and able to share the dividends of national reform and development.
