Research On Interest Mechanism In Intergovernmental Water Supply Cooperation

In the context of regional integration,the trend of inter-regional integration continues to increase.As an important participant in regional cooperation,local governments represent local interests.If the interests of local governments are satisfied,intergovernmental cooperation will be smoother.The local government pursues the maximization of its own interests.In the final analysis,the interest factors are the fundamental factors affecting the cooperation of the government.The key point is that in the process of cooperation,local governments must give full consideration to various interest demands and realize the interests of the interest groups they represent to the greatest extent.Studying the local government cooperation,especially the specific level of water supply cooperation among local governments,is helpful to understand what are the key interest factors reached by local government cooperation,and how different interest claims are agreed upon in collisions and concessions.This thesis attempts to use the benefit analysis method to compare the cases of water supply cooperation among governments to analyze the role of various interest factors in water supply cooperation among local governments in China.At a macro level,a detailed analysis of interest subjects,interest structures,benefits realization methods,and benefit distribution results is conducted to establish a benefit analysis framework.On the micro level,taking Dongyang-Yiwu water supply cooperation and Yongjia—Yueqing water supply cooperation as examples,specific case analysis is carried out.In addition to the introduction,appendices,and conclusion,the text is mainly divided into six chapters.Firstly,in the introduction of Chapter 1,the background and significance of the topic selection,the current status of domestic and foreign research,research methods,and the technical route of the paper are described.The second chapter starts with the basic interest relations of current intergovernmental cooperation,and expounds the three types of interest relations of current intergovernmental cooperation:the intergovernmental mutual benefit model,the dominant administrative unit's dominant interest model,and the centrally induced interest model.The third chapter constructs the analysis framework of intergovernmental cooperation benefits from four dimensions:interest subject,interest structure,benefit realization method,and benefit distribution result.The fourth chapter applies the benefit analysis framework to specific cases of intergovernmental water supply cooperation,analyzes the entire process of intergovernmental water supply cooperation between Yongjia and Yueqing from the perspective of interests,and analyzes how the interest mechanism is coordinated.The fifth chapter uses the benefit analysis framework to analyze the water supply cooperation process between Dongyang and Yiwu,and highlights the interest game of different interest groups in the water supply cooperation process.The sixth chapter analyzes and compares the two cases of Yongjia and Yueqing Water Supply Cooperation,Dongyang and Yiwu Water Supply Cooperation,and examines the benefit mechanism in the case of water supply cooperation from four dimensions:interest induction mechanism,interest communication mechanism,interest restriction mechanism,and benefit sharing mechanism.Operation logic.The seventh chapter discusses the case of intergovernmental water supply cooperation,and puts forward corresponding countermeasures for China's intergovernmental cooperation from the four dimensions of interest induction mechanism,interest communication mechanism,interest restriction mechanism,and benefit sharing mechanism.
