Edge Of The City Community Management Countermeasures

At the historical stage when we are having the overall planning of town and country development and regional development,and pushing forward the integration of rural and urban economy and social development,as well as building a moderately well-off society, the pace of rural urbanization and urban expansion quickens.The number and scale of cities expand continuously because of the expansion of urban areas.During the process of the transformation from countryside to cities,a large number of transitional type of urban fringe communities with unique characteristics appear.They have been influenced by cities,and at the same time,partly retain some countryside characteristics.They are cross areas and congruent points of city and countryside,of tradition and modernity,and of industry and agriculture,and are the most active areas of urban development and expansion.To strengthen the management of these urban fringe communities and to explore scientific and effective management models and methods are of great significance to ensure an orderly and continuous development of these areas and to push forward the urbanization and integration of city and countryside.Using the theory of civil society, theory of management,and theory of harmonious society as means for theoretical analysis,the first chapter of this thesis introduces four main types of urban fringe communities and interprets their connotation and basic characteristics;chapter two analyzes the formation mechanism and condition of management of urban fringe communities,and points out the main problems in the community management and where the trouble lies;and chapter three,based on the urban fringe community management theory and practice,analyzes and proposes the orientation,the main principles and strategies for urban fringe community management.In this part,the strategies are clarified mainly from four aspects:adjusting the structure of community space,creating new community management and functioning mechanism,establishing community service platform system,and perfecting the guarantee mechanism for community functioning.
