| Since the 1990s,with the prevalence of governance theory and the rapid development of China’s urbanization process,"community governance","Participatory Governance","multiple subjects" and "urban-rural fringe" related topics have attracted a lot of attention in the academic circles.Scholars have carried out a lot of research on this and achieved rich research results,but the"multiple subjects","Participatory Governance" and "urban-rural fringe" related topics will not be ignored However,there are few studies on the combination of"governance" and "community in the fringe of urban and rural areas".In the past decade,China’s urbanization process has accelerated,the trend of urban-rural integration has been strengthened,and the complex population structure,generally low cultural quality and complex conflicts of interest within the urban-rural fringe communities have made the urban-rural fringe communities face more serious governance problems than urban communities and traditional rural collectives;on the other hand,due to the improvement of people’s material living standards in the new era With the significant improvement of the participation rate and the promotion of the grassroots governance concept of "co consultation,co construction,sharing and co governance" at the national level,the people have more desire to participate in grassroots governance.However,the participation system,participation path,participation platform and their own cultural quality tear the reality away from the ideal.Therefore,strengthening the research on the multi subject participation in community governance in the urban-rural fringe will not only help us understand the social development status of the community in the urban-rural fringe under the background of the new era,but also help us explore more and better ways to develop grassroots democracy in urban communities,solve the problems of urban community governance,and promote the harmonious and stable development of urban communities.In this paper,Shuangbei community in Chongqing is taken as the research object.Through the investigation,it is found that there are some problems in the governance of multiple subjects in Shuangbei community,such as the leading role of the party construction is not prominent,the leading role of the government is not prominent,the participation of social organizations and residents is insufficient,and the joint force of multiple subjects in governance is not formed.The main reasons for the poor effect of multi subjects participating in community governance in the urban-rural fringe are the lack of concept,imperfect system,and lack of professional talents,software and hardware facilities.The author believes that to enhance the participation of multiple subjects in community governance in the urban-rural fringe,we should grasp the characteristics of the community in the urban-rural fringe,effectively play the leading role of the party construction,highlight the leading role of the government,enhance the autonomy of the neighborhood committee,guide the participation of social organizations and residents,and enhance the joint force of multiple subject governance. |
