The Status Quo And Countermeasure Research Of The Urban-rural Fringe Community Government

Since reform and opening-up,with the rapid development of urbanization,community has become the basic foothold of various social organizations and the gathering place of all kinds of people,plays an more and more important role in people's daily life.The community is the basic unit of the society and strengthening the government of the community will be beneficial to improve the stability of the harmonious society,to build a well-off society in an all-round way and to increase people's living standard.Urban-rural fringe communities,however,because of situating between urban and rural areas and the particularity in economic development and population structure,become the focus and difficult points in the communities.This article will take Zhongliangshan Jiulongpo District of Chongqing jurisdiction of street community government as a case,adopting the method of system analysis and empirical investigation,find out the problems and reasons existing in the community government,then puts forward the countermeasures correspondingly.The first part will explain the basic conception,introduce the three theoretical systems of community government and pave the theoretical basis by introducing the meaning and characteristics of the community,urban-rural fringe community government.The second part will find out the problems existing in the government through the case of the urban and rural integration of community government.First introduces the basic situation of Zhongliangshan jurisdiction street in the community,the morphological characteristics,the status quo and the main matters of population groups,the specific status quo of the community government and find out the problems in the community government.First of all,government interfering too much in daily government leads to low level of community autonomy;Second,the long-term urban and rural dual structure makes the government system incomplete and the community government unsmoothly;Third,the complexity of population structure in the urban-rural fringe and low recognition of community residents lead to low coagulative power of community residents.The third part analyzes the cause of problems on the basis of in the first part and puts forward the countermeasures to solve the problem correspondingly.First,the community interfering too much in government needs to mediate the relationship between government and community and innovate the community government pattern;Second,the complexity of urban and rural dual structure needs community to break the urban-rural dual structure and proceed overall urban and rural development;Third,the unsound public service needs to make clear the responsibilities and functions,offer requirement of community residents actively,strengthen the coagulative power of community residents and truly achieves community autonomy.Finally comes to the conclusion that urban and rural integration of community government needs the joint efforts of government,social organization,community committees and community residents,which can contribute to the healthy development of the community and is conducive to scientific development of the society.
