The Study On Urban-fringe Community Governance In The Progress OH The New Urbanization

Urban-fringe community is a new type of community generated in the process of the New Urbanization, which is used as the basic platform for residents, is the forefront of the promotion and expansion in the New Urbanization, it is also the key point of urban-rural composition and balanced urban-rural development. Because of its complex features that include both urban and rural factors, urban-fringe community still have many problems, the social management system of community governance is also extremely immature and imperfect, as a rallying point for social contradictions and problems, the development of urban-fringe community have a direct impact on social harmony and stability, and also related to the progress of the New Urbanization. Therefore, we must speed up the urban-fringe community governance, promoting the depth and breadth of governance, improve the governance capability, make the urban-fringe community truly become a unite, friendly, stable and orderly home, and provide a good guarantee for the New Urbanization.In the summary of previous studies can be found that, most of the domestic and international studies have focused on constructing patterns and structures of urban-fringe community governance, citizen participation in community governance and the main ways of community governance from the perspective of social capital. However, the study specifically for urban-fringe community governance are relatively less, and also failed to explore the path of urban-fringe community governance from its characteristics. So, this article based on the governance theory as the main theoretical basis, combined with the grass-roots democratic theory and social capital theory, analyses the main issue and its causes of urban-fringe community governance in the progress of the New Urbanization, and on this basis to explore optimal paths and measures in urban-fringe community governance. In this study, we conducted a survey in three urban-fringe communities to examine the current governance of the community, and then summed up five main issues during urban-fringe community governance process that highlighted in the survey results, the reasons for these five main problems affected by transformation of government functions, resident participation, public service provision, community relations and other aspects of emotion. Meanwhile, this paper attempts to put forward the specific measures to promote urban fringe community governance in the process of the New Urbanization, establish a new concept of the governance, reconstruct the multiple subjects of community governance, improve the mechanism involved in community governance, and gradually improve the way of supplying public services in the urban-fringe community, focusing on cultivating community social capital, and by strengthening the institution, human and financial guarantee to improve the effectiveness of urban-fringe community governance, so as to provide some ideas for the improvement and optimization of the urban-fringe community governance.
