In contemporary China's modernization process, on the basis of the reasonable government performance evaluation system, to explore the institutional path for government's effective operation and then construct an efficient and effective government, are to be the demand of practicing Scientific Concept of Development, deepening reform of the administrative setups and constructing a public service-oriented government. This paper intends to study the problem.Based upon above-mentioned, the paper takes the efficient and effective government as the subject investigated, and the author adopts three research approaches, namely, the systematic comparison, the historical analysis, as well as abstraction to specific methods. Firstly, the paper starts from the main existing problems in three specific cases in the process of government administrative system reform. That is to say, the first chapter, the introduction is carried out from three kinds of problems separately, which are a series of problems of organizational mechanism ineffectiveness and personnel's Parkinson's Law, etc, due to the Managerialism crisis, the deep-seated problems exist in the process of the reform of the government institutions and the transformation of the government function, as well as the drawback that the traditional government performance evaluation indexes can not satisfy the request of administration system reform. Then, according to summarizing the forepassed research findings on efficient and effective government home and abroad, in other words, with the definition of the government, the overseas research is classified into Managerialism, Constitutionalism and New Public Management, meanwhile, the domestic study is classified into the intrinsic transformation of the government function and extrinsic government quantitative scale. The first chapter made a further study to extract the paper's field of vision and propose research significance and difficulty points.Secondly, the second chapter put three theories forward, which are Bureaucracy, the supply of public products and governance theory, to guide the construction of the efficient and effective government. Meanwhile, on the basis of these theories, this chapter also defines the core concepts related, so as to make the meanings of research object clear. The third chapter is mainly from the standpoint of the value goals of constructing efficient and effective government. It gives the value orientations classification, in order to lead the problem solving. The fourth chapter shows the profound and prominent present situation problems of poor administrative efficacy. These problems includes that government intervenes economy too much to promote economic growth effectively; government public service effectiveness is in low status for ignoring policies supply and emphasizing the only economic development excessively; the problem involves government potential credit crisis and administrative conduction, etc. Besides, the fourth chapter is to analyze the cause of formation and consequences, so as to lay the groundwork for following constructing path.The last chapter mainly discusses the path choice of the construction of efficient and effective government under the field of view of performance evaluation. Combined with theory study and analysis of argument mentioned above, It is carried out from four aspects of construction, which are fundamental principles, institutional path and opinion scale. Particularly speaking, the author intends to attempt to construct an efficient and effective government by means of improving institution and mechanism, looking for scientific and effective constructing procedures, as well as making scientific assessment with government performance measurement.
