Study Of New Rural Construction In Western China County Government Functions

In the past 60 years since the founding of People's Republic of China, transformation of central government function is gradually stable and mature given the context of current system. However, owing to significant differences of history, culture and economic development between central government and local government, which result in distinctive difference about governmental function transformation between central and local government. Building a new socialist countryside is an integrated project, which needs support from all levels of government. As grass-roots government, directly services the rural areas, county government assumes the responsibilities of carrying out administration in rural areas, providing public good and public services to villagers, maintaining political stability in rural areas, communicating relations between urban and rural areas and building legitimate government. Due to these important functions of county government, it is crucial for the county government to speed up the reform on governmental function in the process of building new socialist countryside. Government management concepts and models have not been completely changed among county-level government in the western regions due to traditional inertia. However, as the arrival of the globalization and strategy to build a new socialist countryside, higher requirements on county-level government to reform governmental functions has put forward.This paper adopts theoretical and empirical analysis, analyses current governmental functions of county government in the process of building new socialist countryside, concludes enlightenments on western county government by referring successful experience of three typical models from eastern areas of China, and further puts forward measures to change the functions of county government given the context of building new socialist countryside.
