On The Construction And Improvement Of The Administrative Accountability System In China

To implement the Administrative Accountability System is not only significant to deepen the reform of the administrative system in China but also necessary to construct the responsible government.It is also essential to boost the construction of socialist democratic politics.Since the breakout of SARS in China in 2003,"the accountability system" has been built and perfected gradually,causing great concern in public and raising a research upsurge in academic circles.And the research field has been gradually deepened from Officials Accountability System to the Administrative Accountability System and the responsible government.The present paper,based on the theory of responsible government,starting from the basic concept of "accountability system" and adopting the canonical analysis method and document analysis method,defining the Administrative Accountability System as a kind of system in which the accountability subjects investigate the political,moral,administrative and legal responsibility of members in government at all levels with accountability matters in accordance with the legal procedure when serious problems happen.To perfect the Administrative Accountability System in China is beneficial to restrict the government power, to strengthen the capability of the government for the people,to develop the constitutional democracy,to promote the development of harmonious society and is significant to build better socialist political civilization.However,for the historical and current reasons,there still exist some problems,such as the relative lagging of accountability culture,unclear accountability range,the accountability limited on the same objects,lack of opening of accountability information and imperfection of accountability legal system caused by serious official standard thought and citizens' faint social accountability consciousness.Therefore,the author suggests that various measures should be taken to construct the effective administrative accountability system in accordance with the current national conditions in China.Firstly,build actively the political culture for the accountability system by reforming the government officials' power value,reconstructing officials' healthy value of success and failure and raising citizens' accountability awareness.Secondly,make clear the officials' responsibility,speed up the institutionalization of the officials' responsibility and accountability standard,optimize government organization and personnel structure,adjust social management organization,advance the officials' quality.Thirdly,specialize accountability range,including all the officials' responsibility instead of limited in actions causing serious results in society,especially the action that has or maybe has broken public interest and ruined the public expectations.Fourthly,construct sound social supervision mechanism,develop diversified accountability subjects,strengthen the NPC's supervision on accountability,encourage public opinions to participate in supervision and build long-term accountability mechanism.Fifthly,accountability information should be opened and transparent.Realize the concept "decision-making opened,information opened,law execution and affairs handling opened and personnel opened" by opening government affairs. Lastly,perfect laws and regulations of administrative accountability and learn from the successful experience in Hong Kong and Western developed countries to promote the standard and sound development of the Administrative Accountability System in China.
