The Effect Of Short-sighted Public Policy And Its Countermeasures

Public policy is the guidance that our party or government uses to modify and conduct relevant communities and citizens. At the age of social transformation, conflicts between old and new ideals lead unbalance and confusion in people's thinking and behaviors. The mismatching and distemperedness in new-born policy cause the ineffective predications of its long-term interests. All the things above result in the existence of the short-sighted domino effects on Public Policy, which has become even more and more serious. Since 1990s, this phenomenon has drawn abroad attention in academic field. A variety of achievements have been received but still not systematically, a large number of analyzing aspects have been attempted but still not comprehensively. Therefore, it is very important to set an improved theory system.First of all, the author gives an introduction of the definitions, characters, functions and related influence factors of Public Policy, enumerates every classic theory used in the following passage, including Modern Theories of administrative systems, Public Choice Theory and Rent-seeking Theory, and specifically indicates how those theories influence author's reaching methods on the short sighted domino effects on Public Policy. Based on previous theorical analysis, this paper has successfully give its own definition about short-sighted domino effects, also its backgrounds and ways of appearances. Meanwhile, the author raises his own countermeasures to control this domino effect after researching its bad influence and causes.Theories work in vain unless they are put into practice. Therefore, this paper adds a specific case, relevant to short-sighted domino effects on Public Policy, happened in Beijing at the last part of it, so as to vividly how the theories above helps to analyze the causes, bad influences and its corresponding policy advice.
