Public crisis affairs have a serious affection for government; it will make huge loss for our society, and take the trouble to government's work. After the public crisis affairs, without effective measure, maybe we need a long time to recover, further more; some will not recover after a setback. So, for the government, management of public crisis should be an important function of government. The goal of public crisis management is to set up the government's public trust.
