Incentive is people-centric, seeking for the humanization of administrative activities. Mechanism is directed by institutions, which is aimed at standardization of administrative activities. Therefore, we can sum up some essential and basic concepts about incentives with universal significance, but we can never design a set of incentive mechanism which is applicable everywhere. Each organization should search and devise a scientific set of incentive mechanism that accords with the specific characteristics of this organization. The so-called scientific incentive mechanism is the pursuit of unification and balance of humanization and standardization of administrative activities. To build an incentive mechanism in administrative agencies is the essential way to improve the management of human resources in administrative agencies so as to enhance the management efficiency among administrative agencies. It is a significant assignment for the development and management of human resources in administrative agencies to stimulate the enthusiasm and creativity of the staff in administrative agencies. Administrative agencies and enterprises are two social organizations with different nature which exist most widely in modern society. The two organizations are constantly reforming themselves in the process of their own growth in order to improve the efficiency of the organizations. However, we have to admit a fact that in this prolonged reformation enterprises always stay in front.In China, we are still in a groping phase to study incentive mechanism in administrative agencies. It is advisable to use the experience of the incentive mechanism in enterprises for references while reforming administrative agencies in order to improve efficiency and absorb some successful experience and advanced concepts. Certainly, it is unwise to completely copy the measures of enterprises. Instead, we can find some countermeasures significant to incentive mechanism in administrative agencies by comparing the two organizations. This is not only the purpose of this article but also the innovative point where the article tries to make some breakthrough. As a result, to effectively apply incentive mechanism to the assessment system, system of reward and punishment, promotional practice and pay system among administrative agencies in China, compare and research the incentive mechanisms between administrative agencies and enterprises has an important theoretical and realistic sense for the perfection of incentive mechanism in administrative agencies in China. We should build and ameliorate the incentive mechanism in administrative agencies, do researches on how to make effective use of incentive mechanism so as to do good to administrative organization, attract and retain talents. Since the implementation of incentive mechanism in administrative agencies in China, the government is still faced with some problems and difficulties in the mechanism itself and in the process of implementation. According to the basic concept of incentives, by means of comparing and analyzing the incentive mechanisms between administrative agencies and enterprises, administrative agencies should draw lessons in the aspects of the incentives methods adopted by enterprises, organizational climate, incentives of art of leadership and institutional incentives. The main purpose is to constantly improve the assessment system, system of reward and punishment, promotional practice and pay system in the institutional incentives among administrative agencies.The article is divided into four chapters. ChapterⅠhas a relatively detailed summarization of incentive mechanisms of administrative agencies and enterprises. It mainly includes the respective concepts and characteristics of administrative agencies and enterprises, and the function of incentive mechanism. ChapterⅡsystematically compares and analyzes the incentive mechanisms between administrative agencies and enterprises, expatiates on the intercommunity and otherness between the two and then further explores the reason of the otherness. ChapterⅢfinds out the respective advantages and disadvantages of the two organizations by contrasting the incentive mechanism of administrative agencies with that of enterprises. ChapterⅣseeks to have some reflection on the further improvement of the incentive mechanism in administrative agencies in China on the basis of using the experience of the incentive mechanism of enterprises for references.
