At present, the unstable factors that relate to the aliens in this city are increasingly remarkable, the lawbreaking activities and crimes committed by the aliens in Shanghai are progressively increasing, the problem of illegal aliens begins to emerge, untraditional security problems such as the terrorism have become the underlying factor affecting Shanghai's security and stability, all these threaten the healthful development of international metropolitan construction, therefore become hidden trouble of the harmonious society construction and the Expo 2010. Thinking about the present situation of community aliens management, taking Beijing and Guangzhou City as examples, and the author recommended some generally applicable solutions on Shanghai's alien administrative management. On top of this, based on the pluralism governing theory of public administration. The community policing theory of public security and the information technology policing theory, and from the current situation of Shanghai city, the author also recommended to build a Grand Aliens Administration System by involving aliens in the actual population administration. Exploring a working mechanism that not only has china's characteristic and is up to the mustard of Shanghai's international metropolitan development, but also is in accord with the acknowledged international practice and meets the international tradition, to realize the effective management and good service on the aliens in Shanghai, and maintain the security and stability in the field of foreign affairs in this city.
