The conception of "Development of Human Resource for Civil Servant" means a serial of development process targeting for Civil Servants which include training; management; career design; building the organization culture, etc. Its target for achieve the goal of double win both for the improvement of government's and individual of civil servants. Being the owner of setting up and executing the public decisions, government need to develop human resource for civil servant effectively, to develop and exert the potential of civil servants, to promote the quality and ability of civil servants, and then to improve the government's performance of administration.With the global widespread acceptance for the philosophy of "human resource is the first priority resource", countries of the world, especially for the developed country, pay more and more attention to the development and utilization of human resource for civil servant, especially for the training, many research are working on it both from theory side and practice side. Currently, our method for developing the "Human Resource for Civil Servant" is a little simplex, because of many un-solved problem, the research ability is a little weak with the other development process beside the training side. Anyway, our "Civil Servant" management mode has being changing from traditional one of admin-management to HR management mode step by step, it is not only being necessary, but also being feasibility for the development of HR for Civil Servant. It is imperative to building the effective research & development system for Civil Servant resource.This paper will discuss for the concept of HR development; analyze the accessary and feasibility of the development for civil servant resource. And base on it, with the research of the management theory, together with the case of Shanghai Yang Pu District's: the feature and shortage of the "Development of Human Resource for Civil Servant". We summarize and analyze the factors which limit our "Development of Human Resource for Civil Servant" from 3 angles: include outside environment; internal of government; and the individual of Civil Servant We suggest the goal; tendency and principles of the "Development of Human Resource for Civil Servant" from the strategy view. Also, from the tactics view, we recommend the following 4 implementation with development for training; development for management; development for career designing and development for organization's culture.BTW, this paper also expounds the 2 questions which need to be further researched.
