At present,the aging of population has become a major problem in the world.China is the country with the largest population,the population aging phenomenon is undoubtedly worthy of attention,especially in the undeveloped economy,the old-age security system is not perfect in the case in the aging of the population,is bound to China's economic and social fields impact.On February 2016,general secretary Xi Jinping made important instructions,to strengthen the aging work,and stressed that the aging population is related to the overall situation of national development,to actively respond effectively,relates to the well-being of millions of people.Under the current situation of aging population,how to deal with the problem scientifically and effectively,especially how to change the burden of old people into demographic dividend,is a problem worth thinking deeply under the impact of the silver age wave.In September 6,2016,Yin Weimin,Minister of human resources and social security,said that China would develop human resources for the elderly.This policy is mainly aimed at the problem of reality,China's labor supply and the declining trend of aging deepening,China's elderly population,aging fast,"old before rich" phenomenon is serious,from the current basic situation of our country,whether it is from the technology,experience,or the degree of physical health,our country has been the development of elderly human resource conditions,the development of elderly human resource development is imperative,if used properly,can form second demographic dividend.This group of retired college teachers as the human resources of the old elite in the community especially precious and scarce,they all have rich knowledge and skills,and to develop human resources for the elderly,let their retirement continue to participate in school work,not only is the importance of talent,and will have a huge role in promoting the development of school and society.Based on the definition of retired teachers,human resources and the concept of human resources re-development of retired teachers in colleges and universities,this study makes in-depth interviews with retired teachers in colleges and universities,and analyzes the results of the interviews,and finds out the impact of retraining teachers' human resources development model,put forward the research hypothesis,and according to the analysis results and hypothesis design research questionnaire,through the empirical study of the questionnaire,concluded that:college retired teachers personal factors in the physical condition,self-ability,self-demand,family factors in the family Economic status,family attitude,social factors in the policy support,channels and opportunities,the pressure of public opinion and college retired teachers are willing to work independently related.Physical condition,family economic situation,family attitude,public opinion pressure and so on are the important factors that affect the individual willingness of retired teachers in colleges and universities.In view of the factors that the retired teachers of the university continue to participate in the individual wishes of the work,combined with the existing literature research and the existing policy system,and makes full development and utilization of the special human resources of retired teachers in colleges and universities.Effective countermeasures and suggestions to enhance the willingness of retired teachers in their own work,so that more retired teachers can give full play to their own advantages,to achieve the value of self-life.
