The Public Security Organs In Police Staffing Management Study

Policeman resource is the most important resource for policing. The base of policeman resource management is policeman establishment management. Under the strict control of Policeman Special Establishment, the target of policeman resource management study mainly focused on technology and train what can develop the potential policeman resource. The study ignored policeman establishment, the basic target of policeman resource management.This essay is based on the policeman establishment management of Shanghai Municipal Public Security Bureau (S.M.P.S.B). In this essay, the author attempts to establish a study model of "Environment-Value-System" to discuss the problem of policeman establishment management. First of all, having a preliminary statement of establishment management theory and traditional management model in S.M.P.S.B, the author tries to tell us the problems in policeman establishment management. Secondly, after a discussion upon the value conflict of liberty and civility, justice and efficiency which hidden deeply behind the policeman establishment management, the author tries to conclude that the insufficiency of establishment is caused by the overflowing of the responsibilities of the police; because of neglecting the justice of disposition means, the functions of police and its specialization, traditional disposition way is out. Finally, this essay inquires into the theory of a limited government to build a system of limited policing. The author puts forth his opinion that a system of limited policing shall include using policeman lawfully, improving legislation of the responsibilities of police and public service system, making policing socialized, strengthening the legislative accountability of police. Thus we will have an efficient policing. At the same time, to insure scientific and reasonable disposition of policeman establishment, the author attempts to make some contribution to the way of establishment disposition by introducing Delphi. For a more perfect management, the author also suggest to set up a comprehensive measure system, for example, reinforce the legislation of policeman establishment management and engraft the power of policeman establishment management etc.
