Contemporary Chinese County-level Administrative Analysis

Using the basic theories of Public Administration, the thesis analyzes the connotation, characteristics and the basic principles of Chinese county level administrative system under the socialism market economy conditions. Upon this, it analyzes emphatically the current problems and their causes of formation of Chinese county level, country (town) level administrations, and then advance some visualizations of improving Chinese county level, country (town) level administrations under the new conditions.There are mainly three innovative points in the thesis:First, beginning with work practices, the thesis deeply analyzes kinds of problems puzzling the county level, country (town) level administration, especially analyzes the unsound organization framework representations of county level, country (town) level administration, and originally analyzes the negative effects caused by it on the county level economy and the whole society (see the part two in detail).Second, the thesis instructively discusses how to adjust the organization of county-level administration and the results are my experience and visualizations from my work practices. There are some originalities and can be effective to improve the county level, country (town) level administration (see the second question of part three in detail).Thirdly, the thesis puts forward that legalizing the administration should be the center of gravity in order to legalize the county-level administration. The analysis and the results hit the point of abuse of county-level administration and are very significant to improve the administration.The thesis is organized as three parts:The First Part: the connotation, characteristics and basic principles of county-level administration. (1) The connotation of county-level administration; (2) The characteristics of county-level administration; (3) The basic principles of county-level administration.The Second Part: the actual state of county-level administration. (1) The current problems; (2) The causes of formation.The Third Part: the visualizations of how to improve the county-level administration. (1) Define scientifically and change government function; (2) Deepen the reformation of administration system and organization; (3) Legalize the administrative function; (4) Optimize the cultural environment of county-level administration.
