A Study Of Government Process Reengineering In Wuchang District Government

Process reengineering, known as an enterprises revolution, is originally a management pattern for enterprises. Since 1990's, western governments have introduced this theory to reengineer the government management pattern, and achieved beneficial experiences in practice and theory. Nowadays, our government is changing functions actively to shape a service style, people- first government image, so that more and more success enterprise management experiences are followed for the government management mode reform. Thus, it is necessary to understand and master the government process reengineering procedure.Under the current operation process of Wuchang district government—"Department-oriented", the problems, such as overlapping and undefined functions between different departments, impulse of seeking department interest, lack of responsibility concept and inefficient communication among staffs, lead to the prolonged process, redundant process, low efficiency, and high cost in communication, which cannot meet the essential requirement of a"people and result-orientation"type service-government. Therefore, the current operation process of Wuchang district government must be reengineered.However, it is not realistic to reengineer the whole operation process of Wuchang district government recently, so that this paper will only go down to discuss, streamline and provide the reengineering proposal for two objectives: approval process and service process, both of which are the most citizen-related processes. In the end, according to the proposal proposed previously, the paper tries to construct service government of Wuchang district government from two aspects: one is build a reengineering system on approval process—a Virtual Government Service Center Mode, the other aspect is constructing the administration and public service process system.
