Communist Party Of China In Accordance With The Law Governing The Research

Governing by law is the basic method to administer the country of Communist Party of China. From the thought of ruling the country by law which was set forth at the 15th National Congress of CPC to the thought of governing by law proposed by the 16th National Congress of CPC, suggests that CPC continuously enhances the awareness of the law governing. However, China's actual conditions shows that the realization of governing by law is a gradual process and the ruling party needs to constantly promote it. In the process of the ruling party making efforts to achieve governing by law, it needs to clarify the following issues:Why should the ruling party govern by law? What is governing by law? How to strive to achieve governing by law? This paper adheres to the basic position of dialectical materialism and historical materialism and uses narrative history, comparative analysis and empirical analysis methods to have a preliminary study on these issues, which try to lead the issue law governing to a new understanding.The whole text is divided into five sections. The first and second parts are the introduction. The third and fourth parts are expositions. The fifth part is conclusion. The first section, illuminates the in-depth reasons of governing by law and the historical evolution of party's ruling way, from the vein angle of objective environmental variation and history to analyze the inevitability of the implementation of governing by law. The second section, shows the value orientation and practice significance of governing by law, from the value stratification plane and the practice stratification plane to discuss the implement significance of governing by law. The third section, gives the scientific connotation and articulare of governing by law, from the law angle of view and the angle of the ruling party to view and analyze the scientific connotation of governing by law. The fourth section, the analysis of restriction factor and several important relations of governing according to law, analyzes the institutional restriction of governing by law.
