Citizen Participation In The Contemporary Public Policy Agenda In The Study

In the process of the development of human society, civic participation is regarded as valuable to human political development, and was given a lot of political fortune praise, whether in the ancient Greek city-state's democratic system, or in modern Western countries'under representative institutions. This issue has also been explored and studied by scholars and theorists home and abroad as the hot topic. In relation to the authoritative allocation of social values in public policy process, citizen participation is not only to enhance the legitimacy of the policy but also to achieve a scientific and democracy policy process. As the first part of the policy process, Public policy research agenda plays an important role in public policy, which determines what kind of issue can win the favor of public managers and can be incorporated into a formal policy procedure. Therefore, the policy agenda of civic participation is often the determinants to enhance the ability of social integration and harmony.On the relationship between state and society of Marxism, and based on the fundamental point of view and perspective of citizen participation theory, this paper intends to study how to promote policy agenda of civic participation in Chinese society in transition to accelerate the background as a starting point to explore the current political environment in ways. The author believes that as for the instrumental rationality, citizen participation may enhance the cost, reduce the quality, alienate public interest, and other potential hazards; while as for the value of reason, the policy agenda of citizen participation in public policy can reduce errors, policy "monopoly" and enhance the legitimacy of the policy. In short, the negative impact of citizen participation can be melted. Since the reform and opening up, China's economy increases significantly, the socialist legal system continuously improves, education and culture prosper, civil society grows continuously. The development and changes of political environment provide a platform for citizen participation, while it also prepares a sufficient condition for social transformation and the shift of policy paradigm. In this process, the highlight of social stratification and differentiation, social mobility and social conflicts can be called the "invisible hand", and has an impact on Policy agenda of citizen participation in transition period. Facing the problems of citizen participation in agenda setting, such as the existence of non-system defect, asymmetric information, normalization of the "elite Enter", the collective action dilemma and the issues behind the legal system, it is very necessary to build citizen participation of China's unique mode. Thus, from the interaction of relations between society and government, the main points of policy agenda of citizen participation can be summarized as:construction of service-oriented government, construction of civic participation capacity and participation system, and the "three close" of the government agenda, public agenda and the media.
