In the 1970s and 1980s, with the rapid development of economy, the disadvantages of traditional bureaucracy, thus increasing the government faces unprecedented crisis of management, in order to adapt to the changing environment and the economic development, the western countries will draw lesson from advanced management experience of private sector to public sector, so the performance appraisal of government departments becomes an important management tool. Under the influence of globalization and informationization, since the 1990s, China began to try and explore the performance appraisal and formed many theories with Chinese characteristics. Under the guidance of these theories, local governments put performance appraisal theory into practice and formed a lots of performance appraisal process with local flavor, In this paper an approach to the study of Document analysis, Case studies, Comparative analysis method, and based on the theory of government performance appraisal, reference key performance indicators to rebuild performance appraisal index system of Shaanxi Province, and thus develop and improve the performance appraisal index system of government with new ideas.This paper firstly analyzes the theory related to performance appraisal indicator system, from the concept of performance, the concept of performance appraisal,then analysis on the definition of local government performance appraisal and human resources of local government performance appraisal, the difference between performance appraisal index system and the performance appraisal index model, this paper focuses on performance appraisal indicator system. Secondly, analyses the classification of performance evaluation index system, principle, making process. Again, introduction of shaanxi Goal-Responsibility appraisal indicator system, analyzes the characteristics of Goal-Responsibility performance appraisal and the problems of shaanxi Goal-Responsibility evaluation indicator system, Then according to the problems existing in the index system, and put forward solutions to introduce the concept of key performance indicators, through the key performance indicators to construct shaanxi Goal-Responsibility performance appraisal indicator system. Finally, develop and improve our country government performance appraisal system, and puts forward the countermeasure thinking, local government performance appraisal develop toward standardized and institutionalized direction.
