| The relation between labour and capital influences the development of national economy, harmony and stability of society, public trust and image of the government, and also concerns the realization of people's rights and interests. This question concerns much , and it is a global question too. However, it is very difficult to resolve and is quite thorny. Over the past 80 years, the politics of Sweden and the society is stable; people are united; there is no ethnic conflict and few fierce worker's strike, and there is no extensive unemployment. People of this country are enjoying stable and happy lives. In my opinion, a country, which can be so stable and harmonious and keeps benign development more than 80 years, is due to the three sides " cooperative modes " between labourer, capitalist and government led by the people's party of the society of Sweden government. The latter one is a key reason for political honest and upright, economic affluence, social stability and happiness of people. It makes a transition in the relationship between labourer, capitalist and government's from once fierce confront with each other to a kind of relation of cooperation in the conflict. So it have solved this worldly difficult problem well. We can say, the key part of the Swedish mode lies in the cooperative mode of the policy of labour and capital.Firstly, this paper investigates Swedish labourer, capitalist, government how to cooperate and its relevant insurance system. Then I consider that the democratic political system of Sweden is the soil and foundation stone on which the cooperative mode formed and developped. Without the guarantee of the democratic political system, the cooperative mode is unable to take shape or develop. The people's party of Swedish society pursues a kind of mix economic system and allow employers to develop the private ownership to obtain the support of them; at the same time, employers must be imposed the great amount of tax to obtain the support of the political party. Thus the cooperation between government and capitalists has realized. The government offers the high-standard welfare system and pursues the employment policy, then the cooperation between government and labourer has realized. And the conflict and contradiction between employers and employees can be resolved by negotiation system of the labour and capital, thus the cooperation between labour and capital has realized.Secondly, this paper analyses the reason of cooperation between Swedish labourer, capitalist and government in depth. I use the analysis theory of the historical institutionalism to analyze the influence factor of mode from three angles of environment, idea, interests, and try to answer why employers agreeto be imposed into the great amount of tax, why the Swedish political party implement the high welfare system, and why employers and employees use negotiation but not revolution or strike to sovle problems when they meet contradictory.Finally, this paper gets the conclusion: the reasons that the Swedish mode formed lie in the particular historical environment and circumstances which Sweden lives in, the guidance and influence of particular thoughts and ideas, the domination by its party, and the playing chess between all interest group. It has unique Swedish characteristics. Meanwhile, this paper states that which enlightenments the cooperative mode can bring to China: insisting on taking the socialist road of Chinese characteristics, coordinating the tripartite relation between labourers, capitalists and government, and constructing the socialist harmonious society. |
