Research On The "de-administrative" Reform Of The Women's Federation In The Perspective Of Historical Institutionalism

Accompanied by the progresses of social system revolution and state governance modernization in China,the Chinese female group is diversified increasingly,so is the service demand on the women's federation organization.The inherent administration attribute of Chinese women's federation has made it difficult to reply to above variances in the new age,and the de-administration reform must be conducted to face with the epochal challenge.In 2015,the mass organizations working conference held by the Center Party declared that the mass organizations reform began,and required that all mass organizations,including the women's federation organization,shall reform to move out their "administration" tendency and to enhance their "political nature,advanced nature and mass character";subsequently,a series of reform implementation schemes were issued.However,through the field investigation of the women's federation in H Zone,S City,we find that the de-administration reform has little effect and gets into a dilemma of path dependence.Base on this,the dilemma and formation causes of the de-administration reform of the women's federation organization are the key points in this research.By means of participant observation and literature research,this research carries out empirical analysis on current situation of the de-administration reform of the women's federation in H Zone,S city.We find that this reform only involves with such technical levels as staff architecture and working method,while not with such relevant institution design levels as personnel,finance and assessment,so it gets into a dilemma difficult for de-administration.Accordingly,we use the path dependence theory of historical institutionalism to analyze the historical institution background of the de-administration reform dilemma of the women's federation organization,and we discover that there are mutually gaming of three aspects of institution factors,i.e.,history-institution environment,society-politics variable and institution-actor,and such gaming causes the asymmetry between the dynamic mechanism motivating the reform and the administration operation institution,which the historical institution background of the reform presents out.Next we deeply analyze such unsymmetrical generating mechanism,and put forward that the de-administration reform of the women's federation organization has path dependence restriction in the following two aspects: increasing return inside the organization and system locking outside of the organization.At present,the de-administration reform of the women's federation organizationin China is still in progress,and I believe that this research will provide theoretical analysis and reference to the mass organizations like the women's federation for how to break through path dependence restriction much more specifically and how to accelerate the pace of de-administration reform.
