Due to the rapid development of China’s large and medium-sized hydropower projects,while leading the country’s economic take-off in all aspects,a large number of involuntary immigrant groups-reservoir immigrants-have been brought in,and they are credited with the achievements of the country’s water conservancy project operation and development.However,the majority of reservoir migrants are still generally living in poor conditions,and some are even included in the category of poor households,mainly because the government’s post-implementation support policy for migrants is not perfect and unified,resulting in an uneven distribution of benefits for migrants."Since the 13th Five-Year Plan,the state has been focusing on the relocation and resettlement of reservoir migrants,compensation and support,sustainable livelihood development and other livelihood issues.This article takes the perspective of sustainable livelihood research of migrants in the reservoir area and selects the new village resettlement site of Wudongde Town,Luquan County,Yunnan Province,in the Wudongde Hydropower Station reservoir area as the research area.In the light of the fact that Luquan is a national-level poverty-stricken county,with prominent human-land conflicts,low per capita arable land resources,insufficient resettlement environment capacity and scarce economic supply resources,this paper explores the key issues that restrict the sustainable livelihood development of migrants in the reservoir area,takes the problems as a guide,analyses the causes in depth,and explores optimal countermeasures and suggestions to solve the shortcomings,in order to achieve sustainable livelihood development in the true sense for migrants in the reservoir area of the Wudongde Hydropower Station in Luquan County.This will provide strong evidence for sustainable livelihood development in the true sense of the word for migrants in the Wudongde hydropower reservoir area in Luquan County,and avoid the phenomenon of migrants who are "able to move out" but "unable to stabilise" and thus become poor.This study is based on the Sustainable Livelihood Analysis Framework(SLA)of the Department for International Development(DFID),and takes into account the actual situation of the case to establish a sustainable livelihood evaluation indicator system for migrants.The primary indicator layer is the sustainable livelihood capital target layer;the secondary indicator layer is the five dimensional criteria layer of human capital,physical capital,financial capital,natural capital and social capital;and the tertiary indicator layer is the corresponding 22 variable indicator measures layer.Accordingly,questionnaires and interview outlines were designed,and 266 migrant households were surveyed in the field using a random sampling method,and 254 valid questionnaires were obtained.5 principal factors were extracted from the obtained valid questionnaire data using principal component analysis and orthogonal rotation method,which explained 73.72% of the information of the primary indicators,and then the weights of the indicators were calculated by standardising the values assigned to all the indicators,and it was concluded that the impact weight of the five dimensions on sustainable The impact weight values of the five dimensions on sustainable livelihoods are: financial capital > human capital > social capital > natural capital > physical capital.Based on the results of the survey and analysis,we explore the problems in the sustainable livelihood development of migrants in the reservoir area under the five capital dimensions,analyse the causes,and finally propose new ideas and initiatives to achieve the goal of "moving out,stabilising,gradually becoming rich and increasing satisfaction" for migrants in the reservoir area,starting from three aspects: increasing the government’s precise support,linking government and enterprises,enhancing social power and strengthening the motivation of migrants’ own development.
