Governance Structure Based On "management Of The Provincial County"

Since establishment of reform and opening-up policy, China's economy has rapidly increased, and the "municipally affiliated county" system is no longer fit for and sometimes obstruct the development of social economy. Reform of administrative system becomes more and more urgent. Thus, putting "direct provincial supervision of county finance" system into effect has its realistic significance-a return of constitutional government. First of all, by analyzing governance theory, structure and function theory, theory of management hierarchy and span, resource dependence theory, this dissertation gets the conclusion that in order to follow the tendency of developing market economy and constructing public service government, emphasizing the importance of "direct provincial supervision of county finance" in public service government, the government administrative institution needs to abandon the unified traditional administration mode, break the highly centralized planned economy mode, and establish a government administrative institution that fit for today's market economy, opening society, multiculturalism and democracy. Second, from the view of encouragement and restriction, this dissertation proposes that "direct provisional supervision of county finance" model is an encouragement for efficient administration. And multi-administration is a restriction of government's power. This model can provide a circumstance for optimizing government structure, building public service government and achieving efficient govern. At last, through analyzing a case of "direct provincial supervision of county finance" in Zhejiang province, this dissertation concludes that "direct provincial supervision of county finance" system has its administrative limitation, so when we put this system into effect we need to choose the way selectively.
