Study Of Administrative Accountability In The Administrative System Reform

Since the reform and opening-up, our administrative system went through six times great reform, such as 1982,1988,1993,1998,2003,2008 and so on. Now China's administrative system reform has entered an important milestone. How to break the difficulty of administrative system reform and find the feasibility of the breakthrough is urgent now.In 2003, the "SARS" let the words of the administration accountability into people's vision. Our administration accountability system has appeared the advantages and disadvantages. Many scholars researched it. This thesis explains the reason why the perfect administration accountability is the important breakthrough of administrative reform. The thesis proposes the methods to perfect our administration accountability system.The thesis will be divided into four parts.The first part of this thesis comes straight to the point. It points out the current dilemma of the administrative system reform. Then it explains why the administration accountability system is the most important breakthrough of the administrative system reform.The second part is to explain the concept of accountability, and put forward some problems existing in the administration accountability system. Such as: the existing legislation; the only one principal subject; object, responsibility and authority are not clear; accountability procedure, scope and content are not clear.The third part concludes the principles followed by administration accountability system.The fourth part proposes the methods to perfect administration accountability system. We get enlightenments from analyzing the administration accountability system in Hong Kong. And then it puts forward some advice.
