After the "October Revolution" in 1917, the new socialistic ideology has a great significance on Northeast Asia international relationship. Along with the regime changing, the diplomatic policy in Soviet Russia has been changed. The US has also adjusted the Northeast Asia policy. However, after that, the US has not gotten the reality benefit. Instead it has encouraged Japan's expansion arrogance. Because of American strategic point mainly in Europe but not in northeast Asia, the US fall into a dilemma. In 1920 the US withdrew troops from Siberia. After that, China withdrawing troops, China and Soviet Union establishing relations gradually, indicated that a preliminary movement about American Northeast Asia policy has defeated. Therefore, I am holding the view of following two questions: First, the vein of American Northeast Asia policy after October Revolution; Second, the reason and essence of American Northeast Asia policy after October Revolution.
