In 21st century, China ushered the overall transformation of society from the industrial society to a knowledge industry, the construction of e-government is also becoming a major global trend. For the present of China, e-government construction in organizing e-government development, promoting it to improve government efficiency has become one of the areas people are concerned about. As typical of e-government affairs practice, how to build one-stop service model, in what way should be operated and managed so as to not only satisfy the public's growing demand for government services, and also can adapt to the changing of the external environment? This is definitely a question worth exploring.This paper deem that an ideal one-stop service model must be a balance of the relations both to market and government, but also able to balance the contradictions of function and flow pattern of the development; To adapt to the development environment of our current lack of process reengineering decree, and also to meet our people for the special needs of e-government service.The theory of modernization,'government failure'and'market failure', and the process reengineering from the new public management theory are the theoretical basis of this paper. It will try to analyse the differences in the mode of operation base on three cases in one-stop service development experience according to the views in 6 points as strategy and vision, priorities and development points, leadership and organization, fund raising and investment, the daily operation and maintenance, the results of the development. And attempt to explore the mode of operation of one-stop service in E-government with Chinese characteristics which is under the intersections between theory and practice.
