Prison Aids Prevention And Control Research

AIDS is not only a serious public health issue, but also a severe social issue. The infection rate of AIDS in prison is much higher than the average level of society, and it's the key area of prevention and controlling AIDS. The AIDS epidemic survey which had carried out in nationwide prison since 2004 finds that the quantity of HIV-positive and AIDS patient is going up continuously. Prison AIDS epidemic is becoming increasingly severe, which causes safety potential of supervision and control, cross infection of criminals, career exposure of police and medical worker and other problems. It also interferes the reforming of criminals, production activities and team constructions. And it threats the job objective of prison and the fundamental rights of criminals, which becomes a major factor of prison security and social stability.In the specific area of prison, aids prevention and control refers to policies, enforcement, health as well as many aspects. It covers various areas, such as management, education, medical treatment etc. With great efforts and cooperation of all quarters of the society can reach the goal of AIDS prevention and control. To study and do the prison AIDS prevention and control makes senses in ensuring prison's security and stability, improving criminals' reform quality, preventing occupational exposure and promoting social harmony.This paper uses the advanced experiences in different countries' prison AIDS management and system mode for reference and complement. It applies theory and methods in Management, Sociology, Law and so on. As based on the status of ADIS management in Yunnan Prison, this paper researches AIDS prevention and control of the prison.
