The development and utilization of curriculum resources in basic education is an important part of China's basic education reform, which broke the boundary of teaching materials, textbooks as the only educational content in the past. It will use all available community resources as the content source of students learning and teachers teaching. Extensive development and utilization of curriculum resources not only enriched the content of teaching, more contribute to overall development of students so that they can better adapt to the increasingly competitive society.Kindergarten as the initial stage of basic education undertakes the foundation role for personnel training, the whole community is actively engaged in the theory and practice research for the development and utilization of kindergarten curriculum resources, which the development and utilization of curriculum resources outside the kindergarten is a part of it.《Guidelines for Kindergarten Education》pointed out: "Kindergarten should be closely cooperation with the family,the community and interface with primary, comprehensive use a variety of educational resources, create good conditions for children's development together. " the development and utilization of curriculum resources outside the kindergarten adapts to the needs of world preschool education; provides a reliable materials source for kindergarten curriculum resource; enriches the content of kindergarten education; helps professional development of kindergarten teachers; meets the need of children's own comprehensive development; adapted the need of family education,community education development. Therefore, its value is immeasurable, its development and utilization is imperative.Curriculum resources outside the kindergarten contain a rich content, including community resources, family resources, network resources, natural resources. Because of the limited research capacity of researchers, this paper mainly researches community resources and family resources outside the kindergarten. This paper is divided into three parts:Part I: Concept analysis,which is definition and instructions for some basic concepts, including curriculum resources, kindergarten curriculum resources, curriculum resources outside the kindergarten, the development and utilization of curriculum resources outside the kindergarten, as well as distinguish between the types of curriculum resources outside the kindergarten. This is the basis of the article to be carried out.Part II:This section discusses the situation and analysis of causes for curriculum resources outside the kindergarten, proceed mainly from two areas: the problems of kindergarten and the family, the community aspects in the situation of curriculum resources outside the kindergarten; and the root cause of the problem.Part III: This part discusses the countermeasures of curriculum resources outside the kindergarten, mainly puts forward five constructive recommendations from playing the management function of kindergarten manager; strengthening the training of kindergarten teachers to increase their capacity of developing and using resources; mobilizing the positivity of teachers; conducting a comprehensive understanding for resources outside kindergarten, building an effective curriculum resources; multi-channel information, so that parents and communities will be aware of their important value for preschool education.
