"Kindergarten Education Guidance Program(try out)" clearly states: Kindergarten should make full use of various resources, and create favorable conditions for the development of young children. Up to this day, in the background of the popularity of preschool education in the country and the deepening of basic education curriculum reform vigorous and comprehensive, development and utilization of local conditions kindergarten curriculum resources, including local cultural curriculum resources, does not achieve normalization, and most preschool teachers do not have the development and utilization of curriculum basic professionalism and professional habits resources. Therefore, this study, in the guide of ecological theory of human development, life education theory and the theory of construction of social culture, taking Heze local culture as a starting point, explore the problems of development and utilization of the local culture studies curriculum resources in kindergarten in order to provide operational thinking of the development and utilization of kindergarten curriculum resources for the region where the local culture relatively rich so that we could achieve the course objectives better.In this study, on the basis of combing the relevant research literature, defining core concepts, reviewing previous studies, finding the lack of research, and looking for a breakthrough of the research, I design the study preliminarily. First of all, using the method of documentary, I interpret local cultural content and features of the curriculum resources in Heze from the two levels of material and spiritual culture and explain its unique value of early childhood education. Secondly, with the using of stratified purposive sampling method, selecting Heze’s eight kindergarten as the research object, the integrated use of questionnaires, interviews and other research methods, in-depth investigation to understand the basic situation of Heze local culture in the kindergarten curriculum resources’ development and utilization and the help of spss17.0 data processing software, the development and utilization of the status are fully presented. On the one hand, the paper affirm the achievements of the development and utilization. On the other hand, the paper concept find that the preschool teachers’ awareness of curriculum development and utilization is weak, and there is a psychological fear of difficulty; they can not take advantage of parents, community, folk artists and other favorable conditions together; and the content of the development and utilization is slightly poor and the mode is deficient. Then after analyzing the problems, the paper find that kindergarten teachers’ professional knowledge structure is not perfect, parents don’t agree with kindergarten education idea and education behavior, and educational administrative departments and teaching and research departments of the kindergarten curriculum development do not make clear requirements and give operational guidance, which are the main reason for the existence of the problem. Finally, based on the actual situation of Heze kindergarten exploitation, the paper put forward three proposed ideas and strategies of the development and utilization. That is, taking advantage of integrated development, whose core is theme activities, permeability exploitation whose base point is to create the environment, anchored cooperative exploitation whose support is parents and community.
