With the development of the knowledge economy era, the community has a higher awareness of and demand for the talent and innovative spirit of innovation. Facing such a highly competitive society, the recognition of talent is particularly prominent, while the training depends on the effectiveness of education to develop students awareness. In the current wave of Constructivism in education reform, the thought of using problem-centered model in learning and teaching process that seems to have become a basic reform of people's ideas, and the idea of the problem-based learning model has been embodied. With the demand for talent of the knowledge economy age, a kind of teaching model, for the center of problem which can build knowledge, improve learning ability of students , cultivate the students'innovative spirit is being gradually paid great attention by education experts in CHINA. In this paper, the author Preliminarily study and discuss the curriculum design and application of modern educational technology by PBL in theoretical and practical aspects via quasi-experimental research methods, basing on the existing research results and positively response to the state calling for improving teachers ability of modern educational technology with the view of the modern technical education in the current situation. After understanding the emergence and development of PBL, the author did a detailed analysis and discussion on the elements of instructional design of modern educational technology teaching, based on the concepts and the meanings of PBL and the feature, process model of PBL teaching model. It includes analysis of teaching objectives, creation of scenarios, design of problem, design of learners'and teachers'activities, design of teaching strategies and evaluation. After three months practices with two English classes (2009) in Foreign Languages Institute of Liaocheng University . The author discusses how to effectively use the various elements in-depth in order to provide a reference and basis on development of problem-based learning in Normal Course of modern educational technology. And test the changes in the students'grade, while doing capacity-related evaluation on them in the learning attitude problem solving and cooperation, after the introduction of the PBL model for Three months. Finally, I get the conclude through theoretical analysis and statistics showing that: the problem-based learning has a sense of incomparable advantages of traditional teaching in enhancing student interest in learning, problem solving and cooperation, but is less effective in the improvement of the students grade. Also I did special questionnaire as additional test on the receiving end of the course by students on learning effect and problems for teaching. And the test showed that the problem-based learning applied to modern educational technology curriculum largely successful, but also showed some disadvantages and problems. At last, the experiment concluded that the problems and considerations of modern educational technology courses in the application. I believe that with the deepening reform and development of the curriculum, along with the urgent demand and expectation for talent, there will be more teachers engaged in learning about issues of research and practice.
