For a decade on, with the progress of the system works of running the state affairs according to the law, with the renewal of all people's legal consciousness, the whole society has formed the faith in the law and established the concept of the supremacy of the law gradually. Especially with the strengthening of law-related education in middle and primary schools, the teenagers' legal consciousness has generally been improved. But at the same time with the deepening of reformation and opening-up, various social ideological trends and the conflicts of values of world outlook have been influencing the immature teenagers a lot, who have no right outlooks on life and the values. In the social transformation period, when they face the conflicts between the modern ways of life and traditional concepts as well as various thoughts' crisscrossing ups and downs and mutual brainstorm, they tend to be confused. This makes the contemporary teenagers' thoughts show positive factors and negative factors, advanced consciousness and backward consciousness mutually intertwined and conflicted. Thus in order to educate teenagers morally under the background of running the state affairs according to law, we must realize the profound factors which affect their growth in the social environment, and hold the key factors, so that we can take corresponding countermeasures.Based on thorough survey, under the background of the rule of law. the paper gives the scientific analysis reflecting on the contemporary teenagers' moral status, existing problems and their causes. Shortcomings of the moral education from the family, school and social environment for the juvenile all influence the teenagers, which may be negative, thus the paper puts forward the countermeasures guiding and regulating teenagers'thoughts and behaviors, helping them learn legal knowledge and form basic legal consciousness, in addition to expecting to strengthen contemporary juvenile's moral consciousness and promote contemporary minors' growth to be more comprehensive and more healthy.
