An Outline of National Medium and Long-term Plan for the Development of Talents (2010-2020) was issued at the National Conference of Talents Work 2010。It is a strategic plan for the talents work of current and future, which accelerates the construction of talents work。Human resource is the most important aspect of scientific development。The superiority on talents is the most necessary, potential and dependable element in development. Colleges' high-level human resources is an indispensable part of national high-level human resources. In order to prepare for the international challenges, realize the strategies of reinvigorating the country with science and education and through human resource development, develop the country with human resource power and innovation, as well as improve the level and the core competence of colleges, it is needed to strengthen the construction of high-level human resources in colleges。As the only one Municipality in western China, Chongqing has a rapid growth and development on economy, society, college education and high-level human resources. However, the quantity and quality of its high-level human resources is still comparatively small and weak, which restricts its further development. Therefore, it has a strong practical sense to do the research on the construction of college's high-level human resources of Chongqing。Combining the colleges' actual situation and regarded the construction as a system engineering, through document retrieval, survey, and interview, the paper investigated and realized the quantity, quality, structure, benefits, methods of work, basic policy of colleges' high-level human resources of Chongqing.。After analyzing, the main problems in the construction were found, such as small quantity, unreasonable structure, low quality, weak power on education and talent introduction, few talent teams and irrational flew。Meanwhile, it researched on the course of the problem from the aspects of region, idea, funds, administration and management mechanism。Based on the work above, the paper proposed seven relationships which should be taken seriously in the construction, as well as countermeasures and suggestion with which a suitable management and development mechanism might be formed. They are:Programming with thought and making innovations; Developing more attractive conditions; Based on education and funding more education programs; Introducing more; Guiding more and perfecting the valuation system; Perfecting and innovating the motivation system; Forming an optimum interactive mechanism of multi-aspects cooperation; Founding an sharing and early warning system of colleges' high-level resources of Chongqing; People first and improving the management level; Opening and developing the soft strength of colleges。...
