In a knowledge-based economy featuring economic globalization and the fast development of science and technology, it's more and more apparent that the human resource serves as one of the core engines that boosts the growth of our society and economy. Human resource has become the "first resource"with the greatest significance, and is now the final object for which the different enterprises, regions and countries compete with each other. Therefore, human resource development has now been the important subject facing various nations and governments in the area of public administration. For Sichuan-Chongqing area, an inner land located in southwest China, in order to ensure the healthy development of the society and economy and to enhance the compound strength of this region, and to narrow the gap between this region and the developed regions in the east coastal area, it's vital for us to build up a strong talent base and put more attention to the development, management, motivation and stabilization of the human resources, which will bring us strategic effects and significant implication for the long-term growth of the economies in the Sichuan-Chongqing area. Starting from analyzing the concepts and significance of "talented persons", this article has concluded the main characteristics of human resource and why the talented persons become our "first resource", and summarized the basic connotation and the significance of human resource development. By providing various statistics, we analyzed the total size, the structure and the general capacity of the human resource in Sichuan-Chongqing area, and brought forward some objective and in-depth conclusions on the current situation and the existing problems. We also carried out some detailed analysis about the reasons for these problems from different angles (including ideology, social system and the actual environment). It's expressively pointed out in this article that, to break the limitations astricting the growth of Chongqing and Sichuan and in order to match up to the economic achievement of the east coastal area, we have to promote the cross-region cooperation for construction of the human resource base and break the administrative barriers between the two places. Chongqing and Sichuan shall join hand to build our "habitat of talented persons", and benefit from the mutual-complementarity of the talent structure, the sharing of human resources and the "win-win"result of the construction of the human resource base. By taking as reference the successful experiences of developed countries and other developed areas in China, having the actual situations of Sichuan-Chongqing area in consideration, and based on the theory of cross-region cooperation for development of the Sichuan-Chongqing human resource, this article bring out some suggestions for improvement of policies and measures, including: culturing the advanced human resource management concepts that tally with the international trends; expanding educational investment, reforming the educational system and sharing the educational resources; promoting the "flexible mechanism for free talents immigration", opening the doors and broadening the channels for the talented persons moving into remote and poor areas; building up a network and a platform for the exchange of talented persons between Chongqing and Sichuan, establishing a well-structured and properly regulated talents market; improving the social security system, constructing a special protection mechanism for talented persons, and eventually converting the human resources into human capital.
