Culture is a constructive category of social existence, and its own development inevitably has duality:the epochal character and the succession of culture. On one hand, the epochal character of culture needs different core content in different times; on the other hand, the succession of culture decides its following part of existing culture, even if it is in different times. As we all know, China is a large agricultural country, the realization of agriculture and rural modernization depends on the quality of population with more than 900 million, while the rural compulsory education which cultivates the basic quality of farmers has more important task. Rural compulsory education is of the highest importance. Combined with the real condition of China, fulfilling the overall enhancement of quality of rural compulsory education is also the basis and premise of compulsory education. However, what is the relationship between enhancement of quality of rural compulsory education and culture? In fact, education as social phenomenon owned by human and culture as frame of existence and development among human is relevant closely. Education is form of expressing culture, and also is the important part of culture, so it can not get rid of the culture restricting.As for the compulsory education, there is an indisputable fact that the gap of education quality exists among urban and rural area and different regions。The paper point out that the most direct and important reason leading to this phenomenon is the big gap of education resources shared by the children. The gap of education resources is reflected not only in visible material and cultural resources such as funds, equipment, field and staff, etc. but also in the invisible spiritual and cultural resources such as habits, customs and concepts, etc. Actually, in the long term, lack of spiritual and cultural resources is the deeply radical factor for restricting the improvement of quality of rural compulsory education. However, at present, the research on restricting the improvement of quality of rural compulsory education is based on the visible level of material culture, while the factor of spiritual culture is rarely taken into consideration by the researchers of rural compulsory education. As for the consideration of current condition, the paper attempts to make reflection on the spiritual and cultural level for the factors affecting the improvement of quality of rural compulsory education, and emphasizes on the main abuses of culture restricting the improvement of quality of rural compulsory education which includes the old social culture of country, closed school culture and conservative family culture. Moreover, based on this, the paper concludes that the deviation of cultural values, the stagnation and transformation of thinking modes of culture and shackles of cultural ethics is the deep factor leading to the influence; Finally, the paper proposes some tentative methods such as innovating social culture of country with the consciousness of scientific practice, establishing round-considered school culture, and building unique and free family culture.
