Since reform and opening,China's modern education has made tremendous progress,but draw-backs in the field of education is also increasingly stand out, especially in vocational education is more significant problems, the shortcomings of the management system of vocational education is a major aspect of the problem. This article is in this context of how the theory of New Institutional Economics and Management System to China to study vocational education, in order to be able to look forward to the author of the management system of vocational education in the innovation and improvement of vocational education in China Healthy development of the help.This paper attempts to study with the perspective of new institutional economics of vocational education management system. First, sorting out the management system of vocational education in the development process is divided into two stages:before the founding of New China, the management system of vocational education; after the founding of New China, the management system of vocational education. Secondly, the study analyzed the management system of vocat ional education problems. Such as:the management of vocational education compartmentaliza tion split problem, responsibilities and interests, vocational schools lack the schoolautonomy, the social participation, not high. Again, the use of the system in the new institutional economics theory and pathdependence theory to analyze the existing system of vocational education management problem. First, from the formal and informal systems to analyze the reasons; the second is the use of path dependency theory to analyze the system in changing the path dependence. Finally, based on the U.S. experience of the management system of vocational education. Proposed a reform of vocational education management system of proposal. Such as:1. For the merger, the management of the establishment of specialized agencies and service organizations, and promote most of the system reform.2. The transformation of government functions, the functions of vocational education policy and management functions of the separa-tion.3. Improving the vocational educationlaws, a clear division of responsibilities in the management of vocational education benefit relationship.4. Management of Democratization: The appropriate delegation of management.5.To actively explore new development paths of vocational education, accelerate the development of private, school-enterprise collaboration,Sino-foreign joint vocational education, a diversified education pattern.6. Broadening the investment channels for vocational education,establishing and improving the investment mechanism.In short, I believe that the management system of vocational education reform, we must improve the management system of vocational education, the use of mandatory Induced institu- tional change and a combination of institutional change.Only China's vocational education and improve the innovation managemet system in order to better adapting to social and economic development.
