The Educational Marketisation is a key issue which was seriously cared about by researchers and policy makers. Similar to other public service, what was covered under the surface of Educational Marketisation is the different mixture between different management models. With the university education became more and more crucial; the traditional hierarchy management cannot satisfy the demands of the new situation for its tedious procedures and low efficiency. However, the market management, which was advocated by the New Liberalism, relatively injured the Education Equality for holding the "Economic Rationality" and "Instrumental "Value". Basic on the New Institutional economics, the article analyses the dilemma between the traditional hierarchy management and the market management in the reform of public management, and try to construct a hybrid management mode which contains both advantages of above two. By using that as an analytic paradigm, the article will later research the market reform of Higher Education in China. From the view of that, this paper will mainly develop from the following aspects:The introduction will illustrate the background, content, method, and framework of the study. The second chapter will construct a three-dimensional model of the public management on the basic of Transaction Cost Theory. Combined with characteristic of higher education, the third chapter will construct a three-dimensional model of the Higher Education Management. Using the three-dimensional model as an analytic paradigm, the forth chapter will illustrate evolution process of Higher Education Management Mode in China, which will highlight the change of government authority, academic power and the market mechanism. Considered the traditional hierarchy management was replaced by the hybrid management, however, the fifth chapter maintains that the key decision-making power was still control by the government, which has definitely been limiting the promotion of academic power and market mechanism for the development in higher education. The last chapter will summarize the demonstration above and make an outlook of reformation in the future management mode of higher education of China.
