National overall competition of 21st century, in essence, is the talent competition.Both developed and developing countries have to formulate their talent development strategies which serve as an important part of the basic national policy, and put the talent-exploring, technological talents training and the use of scientific and technological talents as their priorities. And the female talent is an important part of scientific and technological human resources. However, the small quantity of female talent indicates there is still a space for their development. Therefore, the promotion of involvement of female talent into hi-technological fields is an important means of the enlargement of technological talent. This essay mainly analyzes and explores the development, problems and strategies of female talent.The paper consists of three parts. First part:the analysis of female talent development in technological fields. Study indicates the number of the female in scientific fields has gone beyond 1000 million. However, few of them are outstanding and distinguished in their fields.Besides, research on female academic talents shows the aging has emerged and I also make primary analysis on this issue. Second part: analysis of the success of female scientists in hi-tech fields. ant make a systematic analysis in terms of women scientists themselves,society and out environment..Third Part:Learning from foreign experience of successful women scientists, and relevant policy measures taken by the United States, France, Korea and other countries to promote women participation in the development of science. Combined with China's basic national conditions, I make a few comments and suggestion on the promotion of the actively participation of female talent in China's high-tech development.
