Sci-tech talents play an important part in the role of human resource. Its rational mobility will definitely brings extremely important effect to the Yangtze Delta. This paper attempts to investigate and analyze the current mobility situation of the Sci-tech talents of the Yangtze Delta. And then do some researches on policies and ways to promote reasonable mobility to obtain a bigger growth space and formidable agglomeration effect for the entire region human resource. The purpose of this paper is to optimize the disposition of Sci-tech talents of the Yangtze Delta.The paper mainly includes the following contents. Firstly, the paper introduces the studying backgrounds abroad and home. Secondly, it expounds the theory basis of the mobility of Sci-tech talents. Thirdly, it analyzes the current mobility situation of the Sci-tech talents and apply SPSS13.0 to carry out relevance analysis and regression analysis on the influencing factor of mobility willing, and then, get a relative magnitude of willing intensity of mobility , analyzes the impact direction and degree of each factor. Fourthly, it analyzes the obstacle existing in political, economy, and cultural environment. Fifthly, it brings forward the countermeasure to promote rational mobility of Sci-tech talents.In terms of the research approach, the paper uses the research literature, both at home and abroad to collect documents on the flow of Sci-tech talents. Using the method of survey research, it conducts a questionnaire survey of personnel movement. In addition, this paper also compares the studies on the mobility theory of different countries, different regions and different times to find out their common features and the specific characters.By the research, we can find out that there are three kinds of factors which influence the willing of mobility including the individual factors, organization factors and society environmental factors, and there are many problems exist in the rational mobility of the Sci-tech Talens in the Yangtze Delta. So, in the end of this paper, the countermeasures and suggestions of how to achieve the optimal allocation of human resource in the Yangtze Delta are raised. It provides a decision-making basis for relevant government departments to formulate policies, with a theoretical and practical significance.
