National Development and Reform Commission issued the “promotion of the northeast region and other old industrial base revitalitalization three years rolling implementation program(2016-2018 years)” in August 22,2016.So it should seize the opportunity for promoting industry transformation and upgrading,realizing development strategies driven by innovation,and changing backward economic situation in recent years.Sci-tech talents are a key factor in achieving this goal,however,Jilin Province suffers from serious outflow of sci-tech talents,the education province can not become a large province of science and technology and talent.Therefore,studying sci-tech talents flow in Jilin Province deeply,explore the inherent law of sci-tech talents flow,and discover deep factors affecting talent flow and their mechanism,and giving full play to the supporting and driving role of sci-tech talents for economic and social development in Jilin Province,it has an important practical significance to strengthen the province of science and technology in Jilin Province.Based on the current situation of the Sci-tech talents flow in Jilin Province,this paper makes a comprehensive and detailed analysis of the macro and micro influencing factors and the mechanism of influencing the Sci-tech talents flow.The conclusion of the research on the factors influencing the Sci-tech talents flow in Jilin Province is summarized by theoretical and empirical research,and put forward countermeasures and suggestions.The paper is divided into a total of seven chapters.Theoretical basis of the paper is introduced in the first chapter and the second chapter.Concepts of sci-tech talents and talents flow are defined,domestic and foreign basic theories and decision models about talents flow are analyzed,present situation and achievements of domestic and foreign research on sci-tech talents and sci-tech talents flow are reviewed on the basis of describing research background and research significance in the paper,and theoretical basis is provided for subsequent in-depth research.Realistic basis of the paper is described in the third chapter.The third chapter starts with historical evolution process of sci-tech talents flow in Jilin Province.Present situations of sci-tech talents team quality and innovation output are analyzed.In addition,the present situation of sci-tech talents flow is analyzed respectively according to distribution changes of sci-tech talents in different execution departments,different regions,different industries and different sectors.Characteristics and existing reality problems of sci-tech talent flow in Jilin Province are summarized from data analysis.The fourth chapter is the core of the paper.Macro-factors affecting sci-tech talents flow in Jilin Province and their mechanisms are mainly studied in the chapter.Firstly,soft environments affecting sci-tech talents flow are analyzed one by one in details comprehensively,including economic development level,changes of industrial structures,regional policies and cultural environments,from which to dig out the influence of each factor in the relatively sub-factors.Factors with the highest influence are discovered by analysis,and the basis is provided for selecting factor measures of comparison sequences in grey level models.Secondly,hard environment factors affecting sci-tech talents flow are added,namely the service level in talent markets,the level of living facilities and the natural environment and other comprehensive factors.Grey correlation analysis methods are adopted for grey analysis on economy,policy,culture as well as society soft and hard environments affecting sci-tech talents flow.The grey correlation coefficients and the correlation degree are obtained,and the relationship between the sci-tech talents flow in jilin Province and the influencing factors is analyzed by the correlation degree and the reference sequence.Finally,by comparison,the conclusion is drawn.The fifth chapter is the core of the paper.Micro-factors affecting sci-tech talents flow in Jilin Province and their mechanisms are mainly studied in the chapter.Firstly,micro-factors affecting sci-tech talents flow in Jilin Province are hypothesized.A model is constructed accordingly.Secondly,through the preparation of the questionnaire,distribution,recovery and collection and processing of questionnaire data,the problem reliability and validity are inspected.Finally,in-depth action mechanisms of individual characteristic factors,work satisfaction and organization commitment mechanism on flow intentions are discussed through descriptive statistics analysis,correlation analysis,and then the impact of personal characteristics on the variables of the variance analysis and regression analysis on various variables,thereby concluding micro-factors influencing sci-tech talents flow.The paper is concluded in the sixth chapter and the seventh chapter.Firstly,characteristics of strategies for attracting sci-tech talents of western developed countries,emerging industrialized countries and talent aggregation regions in China are sorted and classified in the sixth chapter.The characteristics of strategies are described from the aspects of governments,enterprises and schools,and got some enlightenment;which provides reference for the following suggestions.The seventh chapter summarizes the full text and draws the main conclusion.firstly,the stock of sci-tech talents is affected by the economic development level of Jilin Province.Secondly,sci-tech talents flow is affected positively by changes of industrial structures and the industrial agglomeration level.Thirdly,the service level in talent markets and the investment level in technology innovation are macro-factors with the highest influence on sci-tech talents flow in Jilin Province.Fourthly,sci-tech talents flow in Jilin Province is the result of combined actions of comprehensive mechanisms at the micro level finally,including economy,policy,culture and social environmental factors.Fifthly,sci-tech talents flow in Jilin Province is caused directly by the match degree between enterprise management level and sci-tech talents.Sixthly,creation of satisfactory enterprise environment is critical for attracting sci-tech talents in Jilin Province;Finally,according to the conclusions of the study,and then learn from the experience of developed countries and regions,construction and optimization strategies are proposed in a targeted mode according to actual situation of economy,policy,culture,society,and enterprises,thereby promoting rational flow of sci-tech talents in Jilin Province and coordinated development of regional economy.
