Open education is the important part of implementing of national and modern distance-education program. After several years' explore and practice, universities of radio and TV get fast development and open education shows good prospects. More and more outstanding teachers who come from all kinds of industries join these universities. The quality and job performance and construction of teachers all play an important role in reformation of management model. It is for this reason that we have to research the construction state of teachers of open education and sum up related experience and sort out thread of construction and development. The thread and measures of teachers' construction are of great significance to higher distance-education.This paper firstly expounds the theory of teachers' construction of open education, and points out that scale of teachers is too small and structure of teachers is unreasonable and research ability is weak and the problem of part-time teachers' construction and management and so on and analyze the internal and external reasons, based on the universities experiences of domestic and foreign countries and the research of teachers' construction state of Tianjin Radio and TV open education. In order to solve these problems the author points out that firstly the teachers should change their conventional education logos and build scientific talent logos and people-oriented development logos and open cultivation logos of teachers and democratic participation and management logos; secondly, universities should build more reasonable title evaluation system of professional skill persons and improve educational quality and expand universities' reputation and honor and construct market-oriented allocation system of part-time teachers and pay attention to emotions communication and build harmonious relationship to improve internal and external environment of teachers' construction of open education; thirdly, universities should reform teacher-employing system and employ excellent teachers in many ways and reinforce teachers' cultivation and raise teachers' holistic quality and build competitive institution and complete the system of appraisal and evaluation and strengthen the construction of part-time teachers and then reinforce teachers' cultivation and management of open g education;finally, universities of open education should cultivate large numbers of professional persons of distance education by building tutor-training system of distance education and instruct these professional teachers to know education program of specialized field and systematic academic enrichment and construct reasonable knowledge structure and increase educating-students function and achieve the goals of raising knowledge and research ability and moral character.
