364 teachers in Shanghai public kindergarten in a district were investigated about their professional competences, professional consciousness and professional development environment. This research is mainly divided into the following 7 parts.In PartⅠ,these terms such as domestic and foreign teachers(kindergarten) professional development , professional consciousness and professional development environment were defined.In PartⅡ, researching background, content, methodologies, as well as the significance of the study were well described.In PartⅢ, data shows that the overall level of public kindergarten teachers' professional competence in a district was satisfactory with an average score of 3.39-3.87 points (The highest score of the questionnaire is 5 points, 3 points is in the average level). Data also shows that not all aspects of professional competence are well developed,in which the strongest was teaching skills while the worst was researching skills.PartⅣshows that public kindergarten teachers ' professional consciousness scored 3.34-4.09 points was relatively strong (The highest score of the questionnaire is 5 points, 3 points is in the average level). The professional control was the highest, followed by the professional evaluation and professional experience.PartⅤshows that the professional development environment in a kindergarten teachers was comparatively good with an average score of 3.65 points (The highest score of the questionnaire is 5 points, 3 points is in the average level).In PartⅥ, the results suggest that those factors were closely related to each other, which means that the professional consciousness and professional development environment have a significant impact on teachers' development of professional competence.In PartⅦ, Strategies on teachers' professional development were suggested with the hope that it will help to construct a positive environment for teachers' professional development.
