This article is based on the empirical study about social work in Wanzai Country, Jiangxi Province. Author uses qualitative research technology to collect information, and explores problems about "the path of localization in rural social work", "the effect of localization practice", and "the elements that influence the development of localization", which is in order to accumulate the empirical research data.Research finds that the basic path of localization for rural social work is the localization about social work values and techniques. Values and techniques in specialty have involved in the local area, and influence the local social worker. But local social worker can not use the values and techniques well, although they have known the importance. This problem is related by the lack of specialty and severity in administration character. The administration character is too obvious to restrain the development of localization, which becomes the most important problem. This administration character is caused by three reasons:first, social work in Wanzai is developed by the government; second, local social workers still have to accomplish administrative responsibilities; third, local social workers lack of specialty abilities. According to these three reasons, to perfect the Wanzai model and popularize Wanzai experience, we should enhance the development of institution and perfect the administrative and training system for local social workers. On one side, the government must develop more specialty vacancies, introduce talents and set measures to keep talented people. On the other side, government muse enhance the education and training for local social works, stimulate there study enthusiasm and improve study effect.
