With the advancement of our country's educational reform and the gradual adjustment of the structure of the higher education as well as the promotion of the vocational education level, higher vocational education has already played an important role in the popularization of higher education and training high-quality vocational personnel. For the particularity of the goal of training "versatile and practical" talents in higher vocational education, the ideological and political theory education in higher vocational colleges is exceptional. The ideological and political theory education in higher vocational colleges is a kind of education, in which the students'ideology and moral trait are developed purposely in accordance with the national and social needs. The effectiveness of the ideological and political theory course will directly affect the establishment of the higher vocational students'correct outlook on the world and life and values, also will affect the improvement of the practice and innovation ability, even will have an affect on building up of socialist material civilization, socialist political civilization and socialist spiritual civilization. But there are many problems in the effect of the current ideological and political theory education in high vocational colleges. By giving the survey of the current teaching situation of the ideological and political theory course in higher vocational colleges in Hunan Province, this paper analyses the factors affecting the effectiveness of the ideological and political theory course, and puts forward countermeasures to improve the effectiveness of the ideological and political theory course:carrying out teaching reform, raising the effectiveness of ideological and political theory courses; reinforcing teachers'self-ability, ensuring the effectiveness of ideological and political theory course taking advantages of youth organizations, expanding the ways of improving the effectiveness of ideological and political theory course; establishing evaluation system, and scientifically evaluating the effectiveness of ideological and political theory course.In short, on the basis of Marxist theory and ideological and political education, the higher vocational colleges should build a distinctive vocational ideological and political education, and pay great attention to the teaching of ideological and political theory course, and give prominence to professional ethics education and education for all-round development, as well as focus on training higher vocational college students'theory quality and cultivation of ethic thought which meet the requirements of professional post, and strengthen conscientiously the pertinence and effectiveness of ideological and political theory course.
