"We need to build a kind of dialogue, cooperation and explore the curriculum culture, and strive to an open, democratic, scientific program dedicated to the new century, Chinas children." ("Basic Education Curriculum Reform (Trial)"). Shanghai is an international city, English has become the concern of the whole society. The essence of English teaching curriculum should also be to cultivate students the comprehensive ability of using language. "Reading" is the core of learning skills. Reading will lead to listening, speaking, and writing language skills development. English exam requirements in Shanghai are increasing year by year. In the teaching, people pay more attention to the cultivation of students reading ability. Reading skills got from school daily learning has laid a good foundation for this topic.The richness of digital network teaching resources and the effective application increasingly provide English learners with a broad space, which will also become an important English learning classroom. Abundant network resources provide teaching materials outside the limits of the course books. This topic will go on through questionnaire methods, literature search methods, action research methods, combined with previous research achievements and theories, the network information resources, aiming at web-based information resource for junior middle school students in English learning ability of the construction and development of school-based curriculum. The teacher will provide network resource references, expand the areas and ways of learning English, let the students know everything in life space, the rich Net resources like an ocean outside the class is their entire learning classroom. On the basis of language materials from teachers, students develop their own learning resources to show their learning outcomes. The teacher attempts to provide reference of network resources. Students search for more network resources which will be added to the current textbooks and gradually make the materials resources systematic on the theme of the preesent course. These resources will enrich the existing textbooks and students will improve the reading comprehension ability and solve some reading problems.This study focuses on exploration and trial. Through research of this subject, students should the main roles of school-based curriculum design and students'English learning should be improved remarkably. Students should be helped to take the initiative to explore information resources to enhance English learning ability and develop good English learning habits, especially the ones on reading and writing ability substantially. School-based English reading teaching materials will be effective complement to current Oxford English teaching materials. And the materials will take more attention to meet the students'needs and their awareness of autonomous learning remaining will be raised.
