With the deepening of the eighth curriculum reform in our country, the position and role of parents in the curriculum reform gradually emerges, and school-based curriculum provides a stage for parents to participate in school education, displaying their charm and realizing their value. However, parents resources in the development of school-based curriculum in our country have not been reasonable applied, and there is obvious contradiction between the idle of parents resources and the shortage of school-based curriculum, therefore how to effectively use of parents resources in the development of school-based curriculum resources become a urgent need of research and a problem to solve.In the perspective of school-based curriculum development, this paper studies the use of parents resources in the development of school-based curriculum. First of all, this paper grooms the data on parents participating in school education and the development of school-based curriculum, introduces the research status and research achievements at home and abroad, and the literature shows that during the development of school-based curriculum in primary and secondary schools in China, they use parents resources at low levels, and the existing problem is exactly the value of this paper.This Paper defines the concept of school-based curriculum development, parents resources and case study, analyzes the characteristics of parents resource such as the diversity, life and convenience, and based on this, it illustrates the necessity and value for parents to participate in school-based curriculum development.Then, the paper carried out the case study. On the basis of the literature and the existing research, the author compiled the questionnaire and carried out the questionnaire investigation of parents of L primary school. The author interviews parents and teachers from three aspects:cognition, practice and system of organization in order to understand the utilization status of parents resource of school-based curriculum in L elementary school and find the existing problems. Combined with the interview results of part of the research objects, the author analyzes the reasons from three aspects as follows:the society, schools and parents.Finally, according to the analysis of the case study and previous studies, the paper puts forward some countermeasures from the aspects of society, schools and parents. Firstly, the social level, on one hand, we should improve the relevant laws, regulations and organizations; on the other hand, we should change the traditional education evaluation mechanism. Secondly, the school level, first, we should change our cognition and fully tap the parents resources; next, we should study and improve the knowledge and skills needed for teachers to use parents resource; furthermore, we should enrich the contents and forms of communication; last but not least, we should improve the system of organization and ensure that parents can participate in school-based curriculum development. Thirdly, the parents level, first, we should change our cognition and fully understand their rights of participation in the development of school-based curriculum; then, parents should actively engaged in learning and improve their knowledge and ability to participate in the development of school-based curriculum; besides, they should cooperate with teachers, and fully participate in the school-based curriculum development. On this basis, the author carried out the intervention practice in L primary school, and apply parents resources to the school-based curriculum development within the scope of the power.
