The current of our country elementary and middle schools to carry out the implementation of the new curriculum standards as the main content of the new round of PE Teaching Reform for some time, but this round of reform result, said by an aged person, if out of this dilemma, nothing more than to sum up the experience and continuously forge ahead, two of the localization off foreign experience as soon as possible."A narrow strip of water" in Japan, exchanges the development of modern education and the modern school physical education after China, early development of college physical education in China, is directly influenced by the Japanese. At present, is facing the challenge which the students don’t like PE, male and female students physique declining issues such as the reform of PE Teaching in middle and primary schools in China, while in the same in the cultural circle of East Asia, middle and primary school physical education in China and also encountered similar problems. Comparative analysis between two aspects of sports teaching, positive and negative experiences of Japanese primary and secondary schools, which has the reality and history to solve physical education problems in primary and middle schools in China problems significance.Primary school education is the basis of education in Pyramid, and the curriculum of basic education, the "heart", so all the countries take primary school curriculum reform to first-class status. Physical education is an important means of education, is the main component of the primary school curriculum system. Therefore, priority among priorities sports curriculum reform of primary school is the basic education curriculum reform. Primary school physical education curriculum standards is the concept of sports curriculum in primary school, it fully reflects the primary school PE curriculum objectives, content and primary school PE curriculum implementation and evaluation problem.Through analysis the author draws the following conclusions:both in the revision background, framework, objectives, contents and evaluation aspects both similarities and their characteristics. From the revision background, both in physical education is facing declining physical fitness of students social background, on the whole the overall reflected the development trend of health function of modern sports curriculum reform trends in the development of physical education curriculum, but also from the attribute significance of physical, psychological and social advance the concept of health. But in the course of Japan will force on and health are equally important position, under the "health first" as the concept of curriculum, and especially emphasizes the lifelong physical education concept, sustainable development, pay attention to students’ ability of sports and health. In addition method and form their special emphasis on the content of health education and curriculum of physical education and health education is an organic combination of differences. But looked from the goal, both the general objectives (goals) and specific objectives, but in a different form of the target. The arrangement of teaching content, teaching, both embody the flexibility and school level, division of science and the distinction, fully implement the principle of gradual and orderly progress. Japan will content for seven different sports activities, more conducive to the understanding of teachers, teaching and achieve objectives in the field; physical education curriculum in our learning field are showing the advantages of systematic level, but also too cumbersome general content, not conducive to the actual operation and evaluation of teachers. Evaluation on both, combined the subjective and objective evaluation, so that the sports teaching evaluation more objective and comprehensive. But both the content of evaluation, and the difference of Japan pay attention to the pluralistic evaluation, which includes three aspects of cognitive, technical skills and emotional, and attach great importance to the evaluation of emotional attitude. Our country pay more attention to the comprehensive evaluation of students in emotion, attitude, knowledge, skills, weakening the past only focus on the evaluation of knowledge and skills to the students; emphasize the multiple evaluation subjects, change the single evaluation ever before. In addition, it means that the methods of evaluation, evaluation methods in Japan is more rich and varied, overcomes the limitations of traditional written examination and technical skills, making sports teaching evaluation reflect the students’ PE learning situation fully more.
