Mathematical operational capability is one of the basic math ability in elementary school students, which play a capital factor at affecting students’achievement. In2011, after a decade of curriculum reforms, the new Curriculum Standards (2011edition) has raised the need to develop students’’operational capability’, operational capability has been promoted to one of the ten core concepts and give redefined make the concept more clear and complete. After11years of teaching mathematics curriculum reform experiment and practice tests, Curriculum Standards (2011edition) re-emphasize the importance of operational capability, it is show that the national government attention on the stage of compulsory education’s operation ability, which is the affirmed the status and role of operational capability in the Primary Mathematics Teaching. Math operational capability has never been isolated, it permeates every aspect of learning mathematics, and it is a sort of organic integration at arithmetic skills and logical thinking. Therefore, to enhance the operation ability of students of mathematics can not only improve the students’ math scores, but also can be trained to improve their think logically ability, and lay the foundation for the development of students’ comprehensive abilities. This requires teachers to focus on the students of operational capability, and taking the traditional essence.The author through its own period of one semester at school internship, observed in practice and with school mathematics teacher communication. Combined with learn about the theories of math operational capability and achievements, take Grade4students as a case study at a primary school in Xi’an, Shaanxi Province. The experimental group and the control group is selected, with a three-month experiment, and through questionnaires and scales to test, analyze effects of students’ improving in math operational capability who takes little quantity but more times operation training, as well as operational capability enhancing in internal factors. Attempt to offer suggestions to enhancing the students’ math operational capability.This paper consists five chapters. In the first chapter, the author explains the origin of the problem, research ideas, study methods, and research significance. The second chapter, the author defines the operation and operational capability related concepts, review the theory and results in the terms of operational capability for pupils, as well as the New Curriculum in2011enacted on pupils operational capability requirements. The third chapter is the research on class includes experimental and control groups were included in the questionnaire and math proficiency test, explained the purpose of the experimental design, experimental and statistic methods for the evaluation of the test data method. In the fourth chapter, the author through measured the results of pre-test and post-test data, the operational capability index, the operational capability of internal factors, the operation speed, accuracy as well as situation of differences in primary operational capability and discuss the factors of affecting pupils operational capability. The fifth chapter, with the experimental results, the author draws conclusions and make some suggestions and methods to enhance the operational capability of students for teachers. Three main points to give:First, follow the stages of cognitive development, pay attention to the right way; Second, reform the exercise system operation, increase the effective training; Third, based on the core idea of operational capability to enhance operational capability.
