In90years of the20th century, China’s Ministry of Education issued "nationaleducation " Ninth Five "program and the2010development plan," and clearly stated,"Community Education "in this plan. In2004, the Ministry of Education promulgated the "2003-2007Action Plan for Invigorating Education ".In the meantime, the Ministry ofEducation issued " Notice about the recommendation of the National Demonstration Zoneeducation ", made a clear policy orientation for the development of community education.The Ministry of Education also issued "community education demonstration area evaluationcriteria (Trial)" in2010,which will lead to a normal community educational evaluationsystem. Shanghai balance area has also developed a " balance of community sports starstreet team evaluation form " and " balance neighborhood committees room for examinationand evaluation system " and other evaluation criteria for evaluation. At this point, thewhole society pays much more attention to community education and evaluation. Butgovernments at all levels found that there are some problems during the actual evaluationwork, such as the evaluation criteria sufficiently sophisticated to evaluate the main singleand so on. Therefore, to development a suitable index system of community evaluation forShanghai ’s education has become a necessity and of great practical significance.On the basis of reviewing the related literature at home,combined withdomestic-related evaluation criteria,the author interviews the Community School’s leader,Neighborhood cadres and Cultural Education Officers.To develop the Shanghai quality ofeducation community Tentative index system table.Through consultation with thetheoretical arguments,expert judgment and experimental literature revisedmethodology,Screening for indicators or amendment,Develop a more comprehensiveevaluation criteria.For the data collected,Using SPSS and LISREL software forprocessing,Exploratory factor analysis and confirmatory factor analysis andreliability,validity,So that the indicator system more scientific and reasonable.This paper’s main conclusions include: Firstly, through literature and interviews,analyze the current situation in Shanghai community education evaluation stage,;Thesecond is based on the Tianping’s status quo,to develop the Shanghai quality of educationcommunity Tentative index system table to solicit opinions;Thirdly, using the moderntechnology in education evaluation methods such experiments amended,revised index toform a more perfect indicator system;Fourthly, using the relevant software to conductreliability and validity; Fifthly is the connotation of the indicators, which must be analyzed.
